I came back to this article today with an update. Here is a faceted version of data.gov:

Judging by the numbers, the most open category by far is Geography & Environment and the EPA is the most prolific publisher. Agriculture isn’t even close. So, I overstated when I said USDA is one of the biggest publishers.
